If you use afro kinky or synthetic afro hair, it's still gonna look like braids.

When you use yarn it actually looks like dreads.

i COMPLETELY agree! idk how many ppl have complimented me on my "locs" and they were surprised to find that they weren't! i wish i had taken pics when they were fresher, i would post so you can see. good thing is, there are still websites that are good reference (standard google images, youtube, etc). also i wanna say that i think the yarn actually helps my hair retain moisture better than typical afro kinky hair (that i used for twists)...my natural hair just feels softer to the touch so the yarn may have something to do with it :)

In reference to your original question. Yes she can use this method to loc her hair. She should wait until she gets 1/4 to 1/2 inch of new growth. Then she can have someone twist her new growth to start her locs, or she can have someone do the interloc method on her new growth. Also imo, it would be better to start the loc from yarn braids, than the technique of wrapping the braid that your friend used. It will still work, but the loc blend better with the yarn braided (without wrapping individual braids) If that makes sense.

You may loc using yarn. However, the hair braided with synthetic hair underneath may pose a problem. Depending on the process, at some point she will remove the yarn overtop, exposing the hair that has meshed with the synthetic. This is unsightly. She may want to rethink that if her presentation is a concern. Using human kinky hair is a better choice.
