I pay taxes here ,I get grants for scholarships based on my citizenship here, I check USA as my resident country yes.However,I don't have the same allegiance and I don't get the warm fuzzies as as a modial American would.

I'm here but I know my history of how I got here and how I wad treated here so my heart won't let me fully proclaim adoration for ole red white and blue

You answered your own question here.

I used to say i'm not black I'm _______ but then I got a wake up call via BHM. Most people who say that aren't saying that because they are not trying to identify with their race, they say that because they don't want to be identified as black american. When you are immersed in your culture growing up, it's hard to relate to people who weren't raised like you. I find it easiest to relate to people who come from similar cultural backgrounds as me. I never think of myself as 'american' first just because I was born here. I have strong ties to my cultural background.

I don't understand why this is a problem with Africans and West Indians but if someone tells you they are latino it's automatically accepted that they aren't really american per se.

And op you are confusing Ethnicity with race and nationality. They are 3 different things.
